The Law of Witnesses requires more than one witness and more than one fulfillment of scripture: There will always be multiple fulfillments of prophecies that are recorded in the scriptures. I am sure that Joseph and Hiram received a confirmation about the truthfulness of the role that the 2 Witnesses would play—and that sign came in the form of them acting out that role in their own lives. This is true about all prophets who act as “types and shadows” of that which is to come. And by so doing this, they were also creating a witness for others to look to in the present and direct them into the future to look for and recognize when that event happens.
